Oklahoma City/////  Irving L. Faught, Administrator of the Oklahoma Department of Securities ("Department"), has issued an order sanctioning Wilbanks Securities, Inc., a broker-dealer based in Oklahoma City, and the firmís President, Aaron Wilbanks, and Vice-President and former Chief Compliance Officer, Randall Wilbanks (collectively, "Respondents").

In August 2006, the Enforcement Division of the Department initiated an administrative proceeding against Respondents for recordkeeping violations and failures to establish and maintain an adequate supervisory system and written supervisory procedures. Without admitting or denying the allegations against them, Respondents accepted and agreed to the sanctions imposed by the Administrator by an order dated March 6, 2007.

The sanctions include a censure against Wilbanks Securities, Inc.; suspension of the principal registration of Aaron Wilbanks for ten (10) business days and requalification of Aaron Wilbanks to be a supervising principal; and restrictions on the principal registration of Randall Wilbanks. For a period of two years, Randall Wilbanks is prohibited from engaging in any activity that relates to training, supervision and compliance. Randall Wilbanks may resume these activities only upon satisfying certain conditions to include his requalification as a supervising principal.

Additional requirements imposed on the brokerage firm include, but are not limited to, retention of an independent compliance consultant to review, evaluate and make recommendations concerning the firmís supervisory and compliance policies and procedures.
